Alina Rocha Menocal, Research Fellow at the Overseas Development Institute in the Politics Governance Programme, examined the linkages between democracy and development and considered the particular challenges that post-conflict and fragile states face in consolidating democracy.

Holly Ruthrauff, Senior Electoral Advisor at the Electoral Reform International Services (ERIS) focused on Tunisia and considered the institutional and legal framework that must be put in place for the electoral agenda to remain on track, including the external assistance that can support the transition to democracy.
